And to answer my own question in my latest (tipsy) post, here's the best piece of fic featuring tipsy hobbits (I'd put in a link if I knew how, but I don't, so...): it's called Relative Folk by Lady Jaida on fanfiction.net. It's very sweet, and sort of poetic, and it really does make me wish I was tipsy again too.
